<p>Last May, the Swiss Agency requested the sanction for Ullrich, who won the Tour in 1997, before the Committee on Discipline of the Swiss Olympic Committee, an organization that refused the application to be considered incompetent. The Agency decided to appeal to the CAS.</p>
