The Court of Arbitration for Sport (CAS) has been declared incompetent to judge the dispute between Germany’s Jan Ullrich doping and the Swiss Agency for a lawsuit requesting the opening of disciplinary proceedings against former broker for violation of the rules doping and a lifetime ban for his involvement in Operation Puerto.
Last May, the Swiss Agency requested the sanction for Ullrich, who won the Tour in 1997, before the Committee on Discipline of the Swiss Olympic Committee, an organization that refused the application to be considered incompetent. The Agency decided to appeal to the CAS.
